Practitioner, educator, founder.
Rubric Education Institute was founded by Kelly Quirk. Fifteen years of clinical and workforce capability work, applied to one question: how do organisations actually build the capability to keep their people psychosocially safe?
Clinical practice. Workforce capability. One frame.
Kelly spent the first decade of her career in clinical practice, working with individuals and families through trauma, family violence, and complex psychosocial harm. She moved into workforce capability after seeing the same patterns surface again and again at the organisational level — staff exposed to harm without the language, the support, or the leadership response to make sense of it.
Rubric exists to close that gap. Kelly designs and delivers training that is grounded in clinical practice but applied to the operational reality of regulated workplaces. The work is contextualised to each sector, anchored in evidence, and aimed at building observable behavioural change — not just compliance.
She currently delivers training within Regis Aged Care and works independently across organisations in aged care, community services, disability, mental health, and general workplaces.
Qualifications and practice areas
Kelly's training is grounded in formal clinical training plus 15+ years of applied work across regulated sectors. Her clinical background is what allows the training to move beyond compliance frameworks and into the lived behavioural and psychological reality of psychosocial risk.

Working with Kelly
Yes. Every Rubric training session is delivered by Kelly directly. This is deliberate — the training relies on clinical judgment in the room, not standardised content delivery.
Yes. Kelly takes on a small number of strategic consulting engagements per year — typically around psychosocial risk diagnostics, capability framework design, or post-incident workforce response. Scope is agreed before work begins.
Kelly works with a small portfolio of clients at any one time to keep the depth of work realistic. Booking lead time is typically 4–6 weeks.
No. The training is contextualised per sector. Kelly currently has the deepest depth in aged care and community services, but the underlying frame applies across any regulated, people-intensive workplace.
Kelly's degrees are in psychology and social science with a clinical specialisation in family therapy. She practices as a workforce capability and training specialist — not as a registered psychologist providing individual treatment. The training is educational, not clinical care.
Yes. References from current and recent clients are available on request during scoping. Specific case studies are shared once the engagement is underway and confidentiality terms are agreed.
